Purpose and outcome (what it’s for)

Good completion looks like:
- Hold points are agreed before work starts, not argued about when the ceiling is ready to close.

What it is not: it’s not a substitute for competent design, Building Control requirements, or trade RAMS. It’s the site-friendly check-and-proof record that stops critical work being hidden without inspection.

When to use it (timing and trigger points)
Use it at these stages
- Pre-start / mobilisation: identify which ITP items apply to the job and agree sign-off roles.
- Before first fix is covered: penetrations, partitions, cavity barriers, structural fixings—anything that will disappear behind boards/ceilings/cladding.
- During structural work: before cutting/removal, during installation, and before boxing-in.
- Before close-up and handover: fire doors (if applicable), ceilings/fire performance details, final checks where access will be lost.
Stop-and-call triggers (hold point moments)
- Work is about to be covered up (second-side boarding, ceilings, cladding, boxing-in, insulation, soffits).
- Any penetration through a compartment wall/floor or protected route.
- Any change from drawings/spec (different product, different substrate, different service route).
- Any drilling/cutting into load-bearing structure (or anything you’re not 100% sure about).
- Fixings where failure could injure people (overhead, balustrades, stairs, heavy items).
Frequency
- Use the ITP per plot/area (or per floor/zone) and repeat hold points as often as the work repeats.
- Where work is repetitive, set a minimum sampling approach (e.g., first-of-type check + then per area/weekly spot checks) only if risk is low and quality is proven. Otherwise inspect each occurrence before cover-up.
Before you start (what you need on hand)
Documents and info
- Latest drawings and spec (including fire strategy details if applicable).
- Subcontractor RAMS for the relevant tasks (fire stopping, drylining, steelwork, fixings, etc.).
- Any engineer details (beams, posts, fixings, trimming, drilling/notching limits).
- Any approved RFI responses / sketches / changes.
Evidence set-up (make it easy on site)
- Agree how photos will be labelled (e.g., Project-Area-Date-Item-Seq).
- Create a simple folder structure by plot/area and date.
- Make sure trades know you need product labels and system details for fire stopping/cavity barriers.
- Have a way to mark locations: a marked-up plan/elevation, a grid reference, or a consistent room numbering.
Tools that help
- Phone/camera with flash, plus a way to show scale (tape measure or ruler).
- Marker pen and sticky labels (for quick location ID).

How to complete it (step-by-step on a real job)

Pick the ITP items that apply to your job.
Not every project has every item. Highlight the ones you will actually build (e.g., fire stopping, cavity barriers, structural fixings, load-bearing alterations, fire partitions, fire doors).

Agree hold points and who signs what (before the trade starts).
Decide who will inspect (Supervisor) and when an Engineer/Designer/Building Control witness is required. Put it in the programme so trades aren’t waiting with a van full of plasterboard.

Make it specific: “No ceilings closed until fire stopping photos are taken and the hold point is signed.”

Trade installs and self-checks first.
The trade should check against the correct detail/system (especially fire stopping and cavity barriers). If something doesn’t match the drawing or substrate, stop and raise it.

Do the hold point inspection on site.
Use the “what to check” prompts in the ITP. Focus on: right product/system, correct substrate, continuity (no gaps), correct fixings/spacing, and correct location.

Capture evidence while it’s visible.
- Photo set: wide shot (shows where) + close-up (shows detail) + label shot (product/system ID).
- Reference: note the drawing/detail number or spec clause if you have it.
- Scale: include a tape measure where sizes matter (gaps, fixings, bearing lengths).

Record the result and sign the line.
Write the location/ref and evidence reference (photo numbers or folder name). Get the trade and supervisor signatures where required.

If it fails: record a snag, fix it, and re-inspect.
Don’t allow cover-up on a fail. Take a close-out photo after the fix and sign the hold point when it passes.

Review and approval (what “signed off” really means)
Minimum checks before signing a hold point
- Work matches the drawing/spec (or you have a written approved change).
- Product/system is correct for the situation (e.g., wall type, service type, fire rating, movement requirement).
- Installation is complete and continuous (no gaps, missing seals, incomplete fixings).
- Evidence is good enough to prove it later (clear, labelled, and linked to a location).
When to escalate
- Structural: any change to beams/posts/bearings, any doubt about substrate, any unplanned drilling/cutting, any fixing not as designed → Engineer/Designer review before proceeding.
- Fire: any substitution of fire stopping/cavity barrier products, missing system detail, mixed services in one opening without a tested solution → stop and confirm the correct tested system.
- Contract/Client requirements: if witness points are required, book them early and keep the site ready (don’t close up and hope for the best).
Recordkeeping (storing, retention, and audit readiness)
What to file together (a simple “evidence pack”)
- Signed ITP sheet(s) for the plot/area.
- Photo set(s) referenced on the ITP.
- Product labels and datasheets (or a photo of the label plus the datasheet PDF).
- Marked-up drawing/elevation showing locations checked.
- Any snag/non-conformance records and close-out proof.
Where to store it
- On site: keep a printed working copy in the site folder so the team can see what’s next.
- Master copy: scan/photograph signed sheets and file digitally in the project quality folder (by plot/area/date).
Version control
- Date-stamp the ITP you used and keep a note of the drawing/spec revision in your evidence pack.
- If the ITP is updated mid-job, don’t overwrite the old one—file the superseded version and start the new revision from that point.
Retention (practical approach)
Keep ITP records and evidence for the same period you keep your project handover/quality records (often aligned with contract and regulatory expectations). If you’re unsure, keep them for the long term—these are the records that protect you if questions come up later.
How often to review or update the ITP
- At pre-start: confirm the critical items for the job and who signs them.
- When drawings/spec change: check whether hold points or evidence needs change.
- When changing a product/system: update the evidence requirements and brief the trades again.
- After a repeat snag: add a tighter hold point (e.g., first-of-type + increased frequency until stable).
- At project close: do a quick completeness check: every hold point signed, evidence present, snags closed.

Scenario: First fix services through a compartment wall + ceiling close-up next week
- The Supervisor flags fire stopping to penetrations as a hold point for Level 1 corridor (compartment line).
- M&E lead installs services and does a self-check. They confirm the wall type and opening sizes match the intended system.
- Before boxing-in and before ceilings go up, the Supervisor inspects:
- Correct system for the wall type and mixed services
- Full seal all round, correct depth/thickness, no gaps
- Labels fitted to each penetration (where required by your approach)
- Evidence captured:
- Wide photo showing corridor and the penetration location
- Close-up photo showing the completed seal
- Photo of the product label and system/datasheet reference
- Supervisor records the photo references on the ITP line, gets the trade sign-off, and signs to allow close-up.
- If one penetration is missing or poorly sealed: it’s logged as a snag, fixed the same day, and a close-out photo is added before signing.
