Health and Safety Policy Arrangements – Construction (Design and Management) Regulations 2015 – Contractor Responsibilities;

Under the Construction (Design and Management) Regulations 2015 (CDM 2015), contractors have specific responsibilities to ensure health and safety during construction projects. Contractors must plan, manage, and monitor their work to ensure that it is carried out safely and without risks to health. They are responsible for coordinating their activities with other contractors and ensuring that their workers have the necessary skills, knowledge, and training to perform their tasks safely. Contractors must comply with the directions of the principal contractor and the construction phase plan, as well as ensure that appropriate risk assessments and method statements are in place. They are also required to provide their workers with site-specific inductions and access to suitable welfare facilities. By adhering to these responsibilities, contractors help to maintain a safe and efficient construction site, minimizing the risk of accidents and health issues.

  1. Clients are aware of their duties under the Construction (Design and Management) Regulations 2015, or in the case of domestic clients, these duties are transferred to the contractor.
  2. They, and anyone they engage, are competent and adequately resourced.
  3. All work is planned, managed and monitored to ensure that workers under their control are safe from the start of their work on site.
  4. Any contractor that they engage to work on a project is informed of the minimum amount of time allowed for them to plan and prepare before starting on site.
  5. The principal points of CDM 2015 are followed throughout the project:
    a. Managing risks through the principals of prevention.
    b. Appointing the right organisations and people at the right time.
    c. Ensuring that people have the right information, instruction, training and supervision that they need to work safely.
    d. Ensuring that duty holders co-operate and communicate with each other and co-ordinate their work.
    e. Ensuring that workers are consulted and engaged on health and safety matters.
